Despite pervasive variation in the content of laws, legal theorists and anthropologists have argued that laws share certain abstract features and even speculated that law may be a human universal. In the present report, we evaluate this thesis through an experiment administered in 11 different countries. Are there cross‐cultural principles of law? In a between‐subjects design, participants (N = 3,054) were asked whether there could be laws that violate certain procedural principles (e.g., laws applied retrospectively or unintelligible laws), and also (...) whether there are any such laws. Confirming our preregistered prediction, people reported that such laws cannot exist, but also (paradoxically) that there are such laws. These results document cross‐culturally and –linguistically robust beliefs about the concept of law which defy people's grasp of how legal systems function in practice. (shrink)

OBJETIVO -/- O estudante de Zootecnia e de Veterinária, quando se depara com a produção animal, um dos pilares importantes é a reprodução, uma vez que é a perpetuação da espécie, seja para gerar filhas de uma vaca campeã em produção leiteira e de um touro com rusticidade e com aptidão produtiva de corte, ou mesmo para reposição de um plantel, o mesmo deve estar consciente de que esse ramo é de extrema responsabilidade, já que estará intimamente lidando com a (...) vida e com um investimento que pode gerar lucros em demasia para a propriedade ou, se mal feito o manejo da reprodução, trazer sérios transtornos para a mesma. -/- Nesse trabalho, o estudante revisará os sucessos da puberdade e estacionalidade reprodutiva relacionando-os com os processos endócrinos e os fatores que afetam sua manifestação como os nutricionais, para compreender a maneira ao qual podem ser manipuladas. -/- -/- • _____INTRODUÇÃO -/- A puberdade marca o início da vida reprodutiva do animal, permitindo integrar o indivíduo ao seu ciclo produtivo. A estacionalidade é uma característica de adaptação que algumas espécies desenvolveram para fazer garantir a eficiência da reprodução e a sobrevivência dos filhotes. -/- -/- • _____PUBERDADE -/- A puberdade é atingida quando o animal é capaz de produzir e liberar gametas viáveis e funcionais (férteis). Na fêmea esse fato ocorre na primeira ovulação, que geralmente coincide com a manifestação do comportamento do cio; e nos machos durante a primeira ejaculação com espermatozoides viáveis. -/- Do ponto de vista da produção animal, puberdade prematura ou precoce, é importante para poder permitir a incorporação dos animais ao ciclo produtivo o mais rapidamente possível. No caso de touros holandeses, por exemplo, é desejável que produzam sêmen precocemente para incorporá-los a prova de progênie; nas fêmeas, entretanto, deve-se considerar que nem sempre é conveniente usar o primeiro ciclo ou cio para reprodução. É o caso das marrãs (porcas primíparas), onde é benéfico esperar até o segundo ou terceiro estro para aumentar o tamanho da ninhada. Também pode ser vantajoso esperar que o indivíduo alcance sua maturidade sexual, que ocorre quando a fêmea consegue se reproduzir sem sofrer efeitos adversos. A ovelha nascida na primavera, por exemplo, pode engravidar no outono seguinte e dar à luz no primeiro ano de vida, mas seu crescimento pode ser afetado; o mesmo ocorre com a novilha, em que o acasalamento precoce pode promover distorcia por falta de desenvolvimento pélvico. -/- A puberdade é um processo gradual e está intimamente relacionada à taxa de crescimento e ao metabolismo energético. O recém-nascido usa energia para funções vitais, principalmente termorregulação; esse feito se deve ao fato de os jovens possuírem uma superfície corporal muito elevada em relação ao seu volume. Durante o desenvolvi-mento subsequente dos tecidos também há prioridade no uso de nutrientes, que inicialmente favorecem o desenvolvimento do tecido ósseo e muscular, e uma vez que estes atingem determinado tamanho de acordo com as condições genéticas do indivíduo, inicia-se o desenvolvimento do tecido adiposo, que é indicativa de um reservatório de energia. É importante ressaltar que existe uma interação entre a genética e o meio ambiente, de forma que o potencial genético só será expresso se o meio ambiente for favorável. -/- Para que a ovulação ocorra, é necessário considerar o funcionamento do eixo hipotálamo-hipófise-gonodal. O aumento da frequência pulsátil do GnRH hipotalâmico e em consequência do LH hipofisário provoca a maturação do folículo em nível gonodal, o que aumenta a produção de estrógenos. O aumento dos estrogênios causa, por feedback positivo no hipotálamo, a liberação do pico pré-ovulatório de LH e, consequentemente, a ovulação. Na fase pré-púbere, a frequência dos pulsos de GnRH e LH é muito baixa e insuficiente para provocar a maturação folicular, pois o hipotálamo é inibido e, portanto, não ocorre ovulação. -/- A geração pulsátil de GnRH no momento reprodutivo adequado para desencadear o início da puberdade depende de uma rede neural complexa que, além dos neurônios GnRH, inclui outros neurônios e células da glia; ele também integra vários sinais internos e externos para o corpo. A morfologia dos neurônios GnRH também é única, uma vez que seus dendritos também podem funcionar como axônios, dando-lhes uma função distinta. A geração de pulsos também indica a necessidade de sincronização entre subpopulações de neurônios GnRH, que, acima de tudo, parece ser extrínseca a esses neurônios e envolve múltiplos hormônios e neurotransmissores -/- Se dois níveis de conexões aferentes são considerados, estima-se que cada neurônio de GnRH pode ser conectado a cerca de cinco milhões de outros neurônios; milhares de genes, então, podem estar envolvidos no processo da puberdade. A importância funcional e hierárquica de cada um desses genes no controle dos neurônios GnRH, juntamente com outros fatores neuronais e gliais, pode diferir entre as espécies. Existem, no entanto, componentes fundamentais que parecem ser comuns a todos os mamíferos e que se situam nos níveis hierárquicos mais elevados, ajudando a compreender a progressão do processo puberal. Assim, todas as espécies de mamíferos estudadas, por exemplo, têm aglomerados de neurônios kisspeptinérgicos (que secretam kisspeptina), envolvidos na regulação da secreção tônica e secreção cíclica de GnRH, que também se classifica como o elemento mais alto na hierarquia desse complexo neuronal após considerar os neurônios GnRH. -/- Sabe-se que o eixo hipotálamo-hipofisário-gonodal está ativo desde as primeiras fases da vida do indivíduo, mesmo antes do nascimento em certas espécies. A secreção de GnRH, no entanto, é suprimida mais tarde no desenvolvimento e permanece dessa forma até o período pré-púbere, quando será reativada gradualmente. -/- Por várias décadas, a supressão e reinicialização dos pulsos de GnRH foi atribuída a uma hipótese conhecida como teoria gonadostat que afirma que o centro tônico do hipotálamo é inibido devido à sua sensibilidade ao mecanismo de feedback negativo dos esteroides gonodais, é aumentado; portanto, o GnRH e a consequente secreção de gonadotrofinas (FSH e LH) são insuficientes para a ocorrência da maturação folicular e espermatogênese. Essa sensibilidade diminui progressivamente à medida que a puberdade se aproxima. -/- Sabe-se agora que existem fatores não gonodais que agem em paralelo com os esteroides para mediar mudanças no feedback negativo que também são específicos da espécie. -/- Na fêmea, o centro gerador de pulso cíclico também deve ser considerado, o qual é responsável por iniciar a primeira ovulação. O centro cíclico é composto por uma segunda subpopulação de neurônios GnRH que é reativada por meio de uma complexa interação entre vários sistemas neuronais inibitórios (que devem reduzir progressiva-mente sua influência) e outros sistemas excitatórios, que, por sua vez, operam por meio de diferentes neurotransmissores, como o ácido γ-amino-butírico (GABA) e seus receptores, glutamato, óxido nítrico e neuropeptídio Y (NPY). Esses fatores, juntamente com as alterações morfológicas observadas nos neurônios do GnRH à medida que a puberdade se aproxima, e com as interações e sinais aferentes das células gliais, levam a um padrão de progressão linear que culminará na reativação do centro cíclico. Esse processo era conhecido anteriormente como teoria da maturação central e faz parte das mudanças que configuram o processo para chegar à puberdade. A elevação nas concen-trações de estradiol subsequente à reativação gradual do centro gerador de pulso tônico GnRH provavelmente permitirá a maturação final do centro cíclico. -/- A forma como cada organismo estabelece o momento certo para iniciar as mudanças que levam à puberdade é conhecido; a existência de algum mecanismo neurobiológico que constitui um relógio interno pode ser considerada. No entanto, esse mecanismo afetaria principalmente o desenvolvimento neuronal no nível central; também seria difícil compará-lo com a maneira pela qual fatores externos ao indivíduo afetam o início da puberdade. Nessa perspectiva, um sistema que permita receber informações completas sobre o crescimento e desenvolvimento do indivíduo poderia ser mais prático. Os mediadores desse sistema incluem o hormônio do crescimento, IGF-I, leptina e outros substratos metabólicos. A leptina em particular, que sinaliza as reservas de tecido adiposo, é um dos elementos mais importantes e, embora não determine quando começa a puberdade, se atua como fator permissivo para que o processo progrida, uma vez que excede um nível limite. A consideração do estágio de desenvolvimento do animal para o início da puberdade era anteriormente conhecida como o peso corporal crítico ou teoria do lipostato. É importante considerar que as três teorias mencionadas não são exclusivas. -/- O mecanismo da puberdade nos machos é semelhante ao já descrito; entretanto, deve-se lembrar que no macho o centro cíclico não está ativo. À medida que a puberdade se aproxima, o crescimento testicular é desencadeado e, em ruminantes e suínos, o pênis que estava preso à mucosa prepucial é gradualmente liberado. -/- -/- • _____FATORES QUE INFLUENCIAM A PUBERDADE -/- Os animais podem manifestar a puberdade de três formas diferentes. Pode ser tardia e o animal demorar para estar apto a reprodução; precoce e o animal entrar na vida reprodutiva antes do esperado ou pode ser normal e o animal estar com boa conformação e idade. Para tanto, alguns fatores podem interferir à manifestação da puberdade pelos animais como a genética, idade e peso, nutrição, fotoperíodo e o próprio manejo adotado. -/- -/- Genética -/- O genótipo afeta a idade da puberdade, pois algumas raças são anteriores a outras. Nos bovinos, as raças europeias atingem a puberdade antes dos zebuínos, isto é, uma novilha ou novilho da raça holandesa atinge a puberdade primeiro que os animais da mesma idade e do mesmo peso da raça nelore, por exemplo. -/- Da mesma forma, as porcas da raça chinesa Meishan atingem a puberdade por volta dos 115 dias de idade, metade da idade das raças brancas. As ovelhas de raças de corte, da mesma forma, são mais precoces que os produtores de lã. As raças pequenas, da mesma forma, são geralmente mais precoces, pelo menos em bovinos (jersey x guzerá) e em caninos. Os híbridos, por outro lado, apresentam puberdade mais precoce que os puros, devido ao efeito da heterose. Por este motivo, em certas espécies são utilizadas linhas híbridas. -/- -/- Idade e peso -/- A tabela 1 mostra a idade média de início da puberdade em espécies domésticas. O peso vivo (PV) adulto é mais relevante para a idade na puberdade nos ruminantes, enquanto em suínos é menos decisivo. A superalimentação também não é recomendada, pois pode alterar tanto os sinais que são recebidos pelo hipotálamo quanto sua resposta a eles. -/- Logo, o manejo alimentar adotado deve estar de acordo com as normas estabeleci-das pelos especialistas na área, principalmente no tocante as exigências nutricionais que devem servir de regra na propriedade. Sendo assim, os animais entrarão em puberdade com as taxas de alta qualidade o que afetará positivamente na prole futura e dará retorno lucrativo ao proprietário. -/- -/- Época do ano (Fotoperíodo) -/- Em fêmeas de espécies sazonais, como ovelhas e cabras, existem certos requisitos de fotoperíodo que devem ser atendidos para que a puberdade ocorra. Nessas espécies, um período de exposição a dias longos é necessário, seguido por outro de exposição a dias curtos. Na verdade, os cordeiros e cabritos nascidos fora da estação, mesmo que tenham atingido o peso necessário, terão que esperar até o outono seguinte (a estação reprodutiva) para atingir a puberdade. Os machos, por outro lado, não estão sujeitos a essas limitações nos requisitos fotoperiódicos para apresentar a puberdade. -/- Em novilhas nascidas no outono, por outro lado, a puberdade ocorre antes de um ano de idade, no verão seguinte ou no início do outono, mais cedo do que nas nascidas na primavera, devido à exposição a longos dias durante os primeiros seis meses do ano após seu nascimento aceleram seu crescimento. Em gatos, o aumento do fotoperíodo também acelera o início da puberdade. -/- Em ovelhas e novilhas, a primeira ovulação que ocorre ao entrar na puberdade é silenciosa; ou seja, não é acompanhada de sinais comportamentais de cio como a micção frequente, inchamento da vulva, uma montando a outra e deixando-se montar etc., pois para que esse comportamento se manifeste, o sistema nervoso necessita de uma pré-sensibilização com progesterona que não estará presente até o próximo ciclo, após o desenvolvimento do corpo lúteo vindo desta primeira ovulação. -/- -/- Sociossexual -/- A interação de indivíduos da mesma espécie ou a presença ou ausência de sinais de bioestimulação, como feromônios, pode afetar o período de puberdade. A puberdade, por exemplo, é atrasada em porcas criadas individualmente em comparação com porcas criadas em grupo. Além disso, na porca, ovelha e cabra, a exposição ao macho estimula as fêmeas e a puberdade aparece mais precocemente. -/- -/- Manejo -/- Certas práticas de manejo podem acelerar a puberdade, especialmente no período pré-púbere. Em porcas próximas à puberdade, por exemplo, o estresse causado por procedimentos, como o transporte de um local para outro ou a exposição ao macho, faz com que apareça o estro em torno de sete dias após a realização do manejo mencionado. -/- -/- • _____ESTACIONALIDADE REPRODUTIVA -/- A estacionalidade ou sazonalidade reprodutiva é uma estratégia evolutiva que se desenvolveu em algumas espécies; tende a tornar a reprodução mais eficiente. Nos países de latitudes distantes do equador, o objetivo é que as crias nasçam na primavera, época do ano mais favorável, graças à abundância de alimentos e às amenas condições climáticas. No caso da ovelha, cuja gestação dura cinco meses, para que os partos ocorram na primavera, ela deve engravidar no outono (figura 1), quando os dias são curtos; enquanto a égua, tendo uma gestação de aproximadamente 11 meses, deve conceber na primavera, quando os dias são longos; assim, o parto ocorrerá na primavera do ano seguinte (figura 2). -/- -/- Figura 1: Esquema ilustrativo da estacionalidade reprodutiva na espécie ovina. Fonte: VALENCIA, 2018. -/- -/- Fotoperíodo -/- Para sincronizar o período fértil com a época mais favorável do ano, a maioria das espécies sazonais usa o fotoperíodo (quantidade de luz diária ao longo do ano). -/- Este sinal ambiental é seguro, confiável e se repete a cada ano. Ovinos e caprinos se reproduzem na época do ano em que os dias são curtos e os equinos quando são longos. O grau de sazonalidade depende da origem da raça. As raças nativas de países localizados em latitudes elevadas (> 50°,ovelhas: soay, blackface, suffolk; cabras: saanen, alpino francês, toggenburg; equinos: puro-sangue, hanoveriano) terão uma estacionalidade mais acentuada do que as latitudes menores ou mediterrâneas (ovelhas: merino; cabras: murciana granadina; equinos: quarto de milha). Também existem raças de latitudes próximas ao Equador cuja estacionalidade é baixa ou nula (ovelhas: raças de pelo, crioulas; cabras: raças africanas e asiáticas) (tabela 2). -/- Para a maioria das raças de ovinos e caprinos, a estação reprodutiva começa no final do verão e início do outono; caracteriza-se pela apresentação de ciclos estrais sucessivos, e termina no final do inverno, quando se inicia o anestro, que se caracteriza pela ausência de ovulação. Consequentemente, a pulsatilidade do LH também diminui, que agora é incapaz de induzir a maturação folicular, o aumento dos estrogênios, o pico pré-ovulatório de LH e, portanto, a ovulação. -/- Isso ocorre porque durante o anestro a sensibilidade do hipotálamo ao mecanismo de feedback negativo dos estrogênios e de outros fatores de origem não gonodal é aumentada. Ao aproximar-se da estação reprodutiva, a sensibilidade hipotalâmica diminui e o aumento da pulsatilidade do GnRH causa as mudanças que culminam na ovulação. Portanto, o mecanismo endócrino do anestro estacional é semelhante ao do anestro pré-púbere e de alguns outros tipos de anestro. -/- A estacionalidade é um bom exemplo da interação entre o meio ambiente e o sistema neuroendócrino, pois o organismo é capaz de traduzir um sinal externo ambiental, como o fotoperíodo, em um sinal hormonal interno, que neste caso é a melatonina. -/- A glândula pineal secreta melatonina durante as horas de escuridão. Os animais sazonais apresentam um ritmo reprodutivo endógeno, que é regulado por janelas de fotossensibilidade, determinadas por mudanças na duração do dia. O sinal luminoso é captado pela retina e conduzido, via nervo, pelo trato retino-hipotalâmico até o núcleo supraquiasmático, que funciona como o relógio biológico do corpo. Daí o sinal viaja para o núcleo para-ventricular, depois para o gânglio cervical e, finalmente, para a glândula pineal, que responde secretando melatonina (figura 3). -/- Nas ovelhas, a estação reprodutiva começa quando a duração do dia diminui e, naturalmente, a noite aumenta; na égua, ocorre quando os dias se alongam. -/- A primavera não é necessariamente a melhor época do ano em todas as regiões do globo. RELAÇÃO E EFEITOS BIOQUÍMICO-NUTRICIONAIS SOBRE O CORPO LÚTEO PERSISTENTE EM VACAS E. I. C. da Silva Departamento de Agropecuária – IFPE Campus Belo Jardim Departamento de Zootecnia – UFRPE sede CORPO LÚTEO PERSISTENTE EM BOVINOS INTRODUÇÃO Essa alteração funcional da estrutura ovárica está relacionada com uma lise incompleta do corpo lúteo, o que leva à presença de níveis subnormais de progesterona bloqueando a ciclicidade ovárica ao retardar a retroalimentação para a ação dos estrogênios durante o proestro e o estro. Os (...) principais fatores associados à manifestação da permanência do corpo lúteo são as lesões do endométrio que bloqueiam a produção de prostaglandinas e as deficiências nutricionais (FRAZER, 2005; GORDON, 1996), sob essa última é importante citar: 8.1 Minerais (Manganês Mn) A deficiência de manganês em vacas alimentadas com rações que contenham menos de 22 mg de Mn por Kg-¹ de MS parece causar anestro, cios silenciosos, atrasos na ovulação, baixos níveis de gestações à primeira cobrição e nascimento de bezerros deformados. A infertilidade ocorre principalmente em animais que consomem pastagens que crescem em solos com deficiência de manganês ou que são fertilizados com grandes quantidades de calcita, ou que recebem suplementos que contêm quantidades excessivas de cálcio. Os bovinos possuem exigências distintas de Mn conforme sua categoria e aptidão, por exemplo, o gado de corte requerem 40 mg/kg de Mn presente na MS, porém esse número pode variar entre 20-50 mg/kg de MS; o gado de leite requer as mesmas 40 gramas por quilo de matéria seca, mas o intervalo segundo institutos de pesquisa gira em torno de 12-14 mg/kg de MS, o que é controverso. O nível máximo permitido de Mn presente na MS não deve ultrapassar os 1000 ppm por kg, para que não altere os mecanismos fisiológicos do sistema digestivo nem acarrete possíveis transtornos reprodutivos ou não. As fontes de suplementação do mineral para os animais são diversas, o pasto com as gramíneas, forrageiras e leguminosas suprem bem as exigências, porém se for o caso pode-se inserir o Mn por meio da ração ou via injetável através do sulfato de manganês. Esse manejo é para garantir a prevenção não só do corpo lúteo persistente, mas sim de tantas outras alterações na fertilidade dos animais. Sendo um cofator de enzimas como as fosfoglicomutase, piruvato carboxilase e fosfoenolpiruvato carboxil quinase, o manganês tem um papel fundamental na gliconeogênese. A diminuição dos níveis de manganês no útero acarreta numa redução da resposta tecidular à ação de estrogênios, o que causaria a presença de cios irregulares e silenciosos, bem como uma menor síntese de prostaglandina levando, como efeito, a uma menor eficiência na luteólise. A prevenção é o melhor remédio, e se for o caso de combater o transtorno os métodos mais utilizados são a utilização paulatinamente do mineral por meio da ração ou do pasto para obter os resultados gradativamente. Deve-se estar atento as quantidades e a qualidade, para que em vez da deficiência não acometa um novo transtorno mediante a supermineralização do animal. 8.2 Nitratos, nitritos e ferro (Fe) Outra anormalidade nutricional que afeta os processos luteolíticos gerando o corpo lúteo persistente é a alta concentração de nitratos que, mediante processos de redução ruminal, se convertem em nitritos. Os nitratos acumulam-se em forragens, fenos fertilizados com nitrogênio ou sob estresse térmico (HENDRIX, 2003). Os efeitos do NO3 na fermentação dos carboidratos pela flora ruminal estimulam a produção de acetato em detrimento dos ácidos graxos glicogênicos. Os nitritos afetam a troca gasosa por desacoplamento ferroso na hemoglobina, impedindo uma oxigenação correta dos tecidos. Não havendo troca gasosa entre oxigênio e o CO2, os tecidos retêm a forma carbonada freando a cadeia de elétrons e reduzindo seu potencial energético, dessa maneira obstrui-se a irrigação nas células da granulosa, e a síntese de algumas substâncias como as prostaglandinas, procedendo-se, como efeito, o corpo lúteo retido. Estudos realizados demonstraram que mesmo que a ingestão de nitratos seja em baixas doses, leva a problemas reprodutivos quando a metahemoglobinemia alcança os 30% (ou seja, 30% do Fe+2 da hemoglobina foi convertido a Fe+3). Os nitratos e os nitritos são encontrados na água dos animais, logo o criador deve fazer uma análise laboratorial para estudar a viabilidade de consumo da mesma. Os valores não poderão ser maiores que 220 ppm para NO3 e maiores que 40-100 de N- NO3. Com relação ao Fe o ideal é a ingestão de 50 mg/kg de MS para todas as idades, tendo um intervalo sugerido entre 50-100 mg/kg de MS para gado de corte e de 12,3-18 em gado leiteiro. Para suplementar esses animais com uma boa e adequada ingestão de Fe pelos animais os grãos de cereais possuem 30-60 mg de Fe/kg de MS; as oleaginosas possuem entre 100-200 mg de Fe/kg de MS; as farinhas de produtos de origem animal são as mais expressivas em teor de Fe tendo entre 400-3000 mg do mineral por kg de MS, mas vale salientar que níveis acima de 1000 ppm ou 1000 mg/kg o Fe já torna-se tóxico para o animal e, por fim, as forrageiras possuem entre 70-500 mg de Fe/kg de MS. Logo, caso haja deficiência do mineral no plantel o criador poderá optar pela inserção do mesmo na ração, água ou via suplementação mineral injetável (SMI). Se todos os manejos forem praticados os transtornos tanto do corpo lúteo persistente quanto de demais alterações ou patogenias, como a anemia ferropriva, expressiva em suínos e em bovinos menos comum, podem ser prevenidas e/ou combatidas. 8.3 Energia Outra causa corrente e importante de alterações na reprodução por causas nutricionais na vaca, é o fracasso dos sistemas digestivo e hepático para fornecer energia suficiente para a manutenção, exercício, crescimento, gestação e lactação. Os problemas de infertilidade podem ter origem na baixa capacidade gliconeogênica. Vários estudos sugerem que, nos ruminantes, o principal fator que regula a insulinogênese é a glicemia e que o propionato tem um baixo poder insulinogênico. Por conseguinte, baixos níveis de glicemia conduzem a baixos níveis de insulina plasmática provocando, indiretamente, as alterações na sequência gonadotrófica e induzindo lise luteal incompleta. Pouco se sabe sobre as vias específicas em que a informação sobre o estado nutricional é convertida em sinais neuroendócrinos que afetam a secreção de GnRH. Os mecanismos propostos incluem os possíveis papéis das hormonas envolvidas no metabolismo intermediário, particularmente a insulina. Recentemente, com a descoberta da leptina, abriu-se um novo campo de estudo para as relações entre o estado nutricional e a reprodução na vaca leiteira. A leptina ocorre no tecido adiposo e tem efeitos sobre o consumo de energia, a deposição de reservas, a liberação de LH e a resposta a FSH e LH em células hipofisárias e em células granulosas. A ação gonadotrófica de LH e particularmente de FSH, é conhecida por ser modulada por outros hormônios e fatores de crescimento. Estes incluem a insulina, GH e IGF-I, que desempenham um papel importante no metabolismo intermediário de energia e são, nutricionalmente, regulados por si mesmos. Estudos apontam que tanto a glicose como os esqueletos carbonados de aminoácidos ou insulina e IGF-I podem modular a taxa de ovulação independentemente da circulação de concentrações de FSH devido a efeitos diretos no ovário sobre o desenvolvimento folicular. Se a disponibilidade de fósforo para o metabolismo celular for reduzida, é provável que haja um desequilíbrio com o potássio, o que levaria a uma diminuição do fluxo de energia. O mais evidente de todos é uma intervenção na reação ATP—ADP + ~P. As características próprias dos recursos alimentares somadas à sua utilização inadequada têm originado nas vacas de explorações leiteiras de sistemas intensivos, uma série de desequilíbrios nutricionais generalizados, caracterizados por deficiência de energia, excesso de proteína crua e nitratos (NO3-), deficiências de fibra, de Ca, de Mg e algumas vezes excessos de P e K (GALVIS, et al. 2001). Essa problemática tem origem nas práticas irracionais de gestão da propriedade e principalmente dos animais no que tange a alimentação dos mesmos. Com relação ao pasto, a problemática origina-se sobre a excessiva fertilização e períodos curtos de rotação dos pastos, que dão lugar a pastagens com baixa quantidade de matéria seca, o que pode condicionar o consumo de forragens de qualidade questionável e favorecer o déficit energético. Esse déficit de energia no início da lactância diminui as concentrações de hormônio luteinizante (LH), o que leva a concluir que a alteração ovárica seria determinada por uma alteração na liberação pulsátil de LH, provavelmente ocasionada por uma liberação anormal e reduzida de GnRH, isso levaria a cios silenciosos e corpos lúteos persistentes. Superficialmente, vale sempre lembrar que a prevenção é a melhor opção numa criação de bovinos, logo, os macro ou micro minerais devem estar inseridos na dieta animal em quantidades estabelecidas para não manifestar uma deficiência ou supermineralização. O Ca deve ser presente entre 0,17-1,53% em kg/MS e numa concentração máxima de 2% kg/MS para não ser tóxico. O P deve ser fornecido entre 0,17-0,59% em kg/MS e menor que 1000 mg/kg de MS nível mínimo para toxidade. O K entre 0,6-1,0 mg por kg/MS, uma vaca de 600 kg deve ingerir um total de 230 mg/dia de K, o nível de toxidade do K é > 3% em kg/MS. O Mg entre 0,05-0,35 mg/dia, em um nível tóxico ≥ 1% em kg/MS. Esses minerais, como falado anteriormente e sempre frisado para o agricultor ter todo alicerce possível, se limita aos grãos de cereais, leguminosas, oleaginosas, farinhas de origem animal e vegetal, forrageiras e outras fontes alternativas. Para aclarar o supracitado texto, observe a tabela que contém o mineral, a quantidade ideal de fornecimento baseado ao requerimento animal, o nível de toxidade o alimento que mais contém determinado mineral e as vias possíveis de suplementação em caso de deficiência. Transtornos do ciclo estral -/- Qualquer alteração na frequência, duração ou intensidade do ciclo estral é considerada uma perturbação do ciclo, cujas origens variam etiologicamente. As perturbações do ciclo podem originar-se em qualquer das partes do eixo hipotálamo-hipófise-ovário (FRAZER, 2005; GORDON, 1996). Pode ou não ser do tipo (...) permanente e pode depender de sua origem, momento e intensidade cursar com outras alterações reprodutivas, por exemplo uma retenção do corpo lúteo, dá lugar a prolongamento da fase lútea, altos níveis de progesterona circulante e pode, finalmente, desencadear em um cisto luteal ou em uma metrite. Entre os fatores desencadeadores da falha do ciclo estral estão os fatores de origem nutricional, dentre eles: 6.1 Minerais 6.1.1 Relação Na:K (Sódio: Potássio) A deficiência de sódio pode causar distúrbios do ciclo estral, isto porque as células animais intracelularmente possuem uma alta concentração de K e uma baixa concentração de Na, esta relação pode chegar a 10:1 ou mais, em relação ao meio externo. Com esta relação, as concentrações intracelulares estão em equilíbrio com o meio externo. A absorção e secreção de cátions pela célula para conseguir o equilíbrio é simultânea, gerada por um sistema de transporte específico chamado "bomba Na-K". Se a nível celular não existe um balanço iônico de K:Na, a maior prioridade das células tubulares do rim é a de conseguir novamente um equilíbrio, o mecanismo destas células é o da reabsorção do íon que se encontre em excesso de água, diminuindo a quantidade deste no líquido para manter as funções em equilíbrio dinâmico. Os desequilíbrios não compensados a nível celular ou renal, levam a alterações na condutividade nervosa por alteração da bomba de transmissão elétrica. O ciclo estral é alterado por diminuir a expressividade dos sinais comportamentais de estro, que são produzidos por concentrações crescentes de estrogênio mas com alta necessidade de adequação nervosa para a exposição corporal do cio e a aceitação da monta. O potássio, em particular, desempenha um papel fundamental como coator em certas interações enzimáticas, incluindo a transferência de energia, a síntese de proteínas e o metabolismo de hidratos de carbono, em especial nos sistemas em que o ADP está envolvido, as hexoquinases e a anidrase carbônica. O sódio, por sua vez, é o principal cátion extracelular, regula o equilíbrio hídrico no organismo e a mecânica de fluidos, desta forma regula a pressão osmótica e a troca aquosa nos tecidos. Devido a esta função, um dos fatores importantes do fluxo Na:K é o rim, que é controlado pela aldosterona, a principal hormona reguladora da absorção de sódio e excreção de potássio. Qualquer desequilíbrio na relação Na:K, afetará o ciclo estral, de maneira direta e indireta, através da alteração na síntese de proteínas e da perda da regulação hídrica, fator importante pelas secreções que devem acompanhar as manifestações de cio/estro. 6.1.2 Relação Cobalto (Co) A deficiência de cobalto gera um efeito biológico determinado pela sua presença na molécula da vitamina B12, a qual regula a hematopoese (Ativa a síntese de protoporfirina) e afeta o metabolismo do nitrogênio e dos carboidratos. A vitamina B12 atua como uma coenzima da transmetilação (síntese do glutamato mutase, metilmalonil-CoA-Mutase, diol-dehidratase e redução dos ribonucleótidos a desoxirribonucleótidos, isomerização da a-lisina, etc.). Especialmente em ruminantes, a reação mutase da metilmalonina-CoA está relacionada com o metabolismo do ácido propiônico e, portanto, com a síntese de glicose e o equilíbrio energético. O cobalto também está envolvido na carboxilação da propionil-CoA à metilmalonil-CoA e na isomerização deste último para succinil-CoA. O metabolismo do ácido propiônico ocorre no fígado e é reduzido pelo fato do metilmalonil não poder ser convertido em succinil-CoA, impedindo a sua passagem para oxalacetato e glicose, gerando uma relação inversa entre os níveis de energia e proteína; causando uma diminuição de GnRH que afeta negativamente a liberação de LH que, por sua vez, cria um aumento na FSH. Isso produz uma anulação da ovulação e, consequentemente, ausência de um ciclo estral verdadeiro. Vale reforçar que, para prevenção da deficiência do cobalto, o criador pode optar pelo fornecimento de volumosos que dispõem de quantidades de cobalto que suprem as exigências dos animais, ou pela inserção de sais de cobalto à mistura da ração, sempre no intervalo sugerido de 0,07 e 0,11 mg/kg para cada animal, suprindo a necessidade do mesmo e garantindo assim a prevenção dos transtornos do ciclo estral ou outras afecções do sistema reprodutivo. 6.1.3 Relação Cobre (Cu) e Molibdênio (Mo) A deficiência de cobre gera, indiretamente, molibdênio, durante esse processo, tanto o macho como a fêmea são inférteis ou sub-férteis, mas, em geral, os transtornos surgem não por molibdeniose mas por hipocuprose condicionada por excesso de molibdênio nas pastagens e pelos sulfatos presentes na água de bebida (BREM, 2016). Isso leva à formação de tiomolibdato no rúmen, que por sua vez combina com o cobre para formar tiomolibdato de cobre, sal muito insolúvel. O tiomolibdato presente, formado em excesso e que não encontra cobre suficiente, contribuirá para produzir a diarreia, limitando ainda mais a absorção de cobre. A interferência mais importante do molibdênio ocorre no processo metabólico do cobre, interferindo sua atividade enzimática. O molibdênio atua sobre o complexo sulfeto-oxidase hepático. A enzima que está envolvida na oxidação de metabolitos sulfurados, reduz a sua atividade na presença de altos teores de molibdênio, especialmente quando a quantidade de cobre é baixa. Daqui resulta a formação de sulfureto de cobre, muito insolúvel e, portanto, pouco ou nada utilizável pelas células e/ou tecidos (QUIROZ-ROCHA & BOUDA, 2001). O excesso de molibdênio nas pastagens ou na água de bebida reduz a quantidade de cobre no fígado, mas para uma dada dose de molibdênio, esta redução é diretamente proporcional ao aumento dos sulfatos na ingestão, porque só na presença de sulfatos o molibdênio exerce sua ação limitante. O melhor modo de tratar o molibdênio e a ação dos sulfatos sobre o cobre, é aumentar a quantidade de cobre disponível pelos animais, seja por via bucal ou parenteral. Desta forma, há aumentos na cupremia e no ganho de peso. É conveniente, para o efeito, efetuar um controle dos resultados mediante a observação clínica, pesagem dos animais e análise de cobre no sangue. Isso permitirá estabelecer as doses ideais e adequadas para cada estabelecimento e efetuar um estudo econômico da suplementação (BAVERA, 2002). Como já foi tratado o requerimento do cobre para evitar os problemas reprodutivos das vacas, falemos do molibdênio (Mo). O Mo é um elemento primordial para bovinos leiteiros, uma vez que é componente de uma enzima presente no leite (xantina oxidasse). A deficiência de Mo a nível prático não foi relatada, porém casos podem acontecer. Para ovinos, que é uma espécie ruminante, a concentração exigida pelo animal em Mo presente na MS é de 5 a 10 mg/kg, porém deve levar em consideração a relação crítica entre o Mo e o Cu que deve ser no máximo 20 e nunca superior. O nível crítico de toxidade de Mo nos alimentos volumosos (forrageiras, gramíneas e leguminosas) não pode ultrapassar os 6% por kg de MS. Através de todos esses cuidados, o criador poderá obter sucesso tanto na prevenção contra os distúrbios do ciclo estral das vacas, quanto de outras complicações como toxidade, desnutrição, etc. 6.2 Relação energia:proteína Em relação ao aumento do consumo de proteína crua ou de deficiência de energia, aumenta-se a quantidade de ureia no sangue e produz-se uma toxicidade tecidular, afetando o endométrio e diminuindo a produção de prostaglandinas, que são as encarregadas de manter o corpo lúteo, caso não se mantenha acaba provocando um ciclo estral longo. A situação pode ser explicada a nível do eixo hipotálamo-hipófise, no qual os baixos níveis de glicose inibem a secreção de GnRH e resultam na diminuição da pulsatilidade da LH, seja por ação direta ou mediada através das ß-endorfinas. Outro fator que afeta o crescimento folicular é a nutrição, especificamente a perda da condição corporal, quando o animal não se alimenta direito ou quando se alimenta não tem uma condição balanceada que supra suas exigências nutricionais e que tenha um aceitável ganho de peso diário (GPD), acaba perdendo massa muscular ou de gordura, em outras palavras altera-se a condição corporal do mesmo, e se a perda for de 22 a 24 % de peso corporal (PC), os animais que perdem essa condição entram em anestro o que acaba tornando um animal inviável para a reprodução e também para o abate, uma vez que encontra-se fora do peso ideal. Tanto as proteínas quanto a energia foram tratados em trabalhos anteriores, porém nunca é tarde para salientar que ambas devem ser fornecidas em qualidade e quantidade que consiga favorecer ao desenvolvimento do animal e aos mecanismos fisiológicos do mesmo. 6.3 Fito-toxidade Finalmente, um fator adicional que induz a alteração da ciclicidade estral são os fitoestrógenos, plantas com altos teores de isoflavonas que possuem, no organismo animal, uma ação estrogênica. Os fitoestrógenos estão amplamente difundidos, nos trevos, alfafa, milho e nas pastagens de cultivo intensivo. Os fitoestrogênios são diferentes dos estrogênios produzidos pelo animal, mas a sua ação é idêntica nos receptores do trato reprodutivo; o seu metabolismo e excreção é diferente (por exemplo, desmetilização) e a sua excreção renal através dos glicoronosidos, assim mesmo a formação de ésteres sulfatos no tecido hepático é menor, acumulando-se em circulação e alterando a duração da fase estrogênica do ciclo, isso leva à ninfomania das vacas e com ela a perda da função reprodutiva. Deve-se estar atento ao pasto que se cultiva e ao solo em que se implanta o pasto, uma vez que o solo pode ter excessos de minerais prejudiciais ao animal e que o coloque em uma situação de toxidade, já que a planta absorve do solo o excesso e da planta vai para o animal por meio direto ou pela silagem. The purpose of this essay is to look at whether Aquinas teaches in De veritate [DV], q. 1, a. 4, that truth is a form inherent in things. I take up this investigation because I am examining Lawrence Dewan's account of Aquinas's teaching on truth.1 On Dewan's account, a significant development occurs in Aquinas's teaching as regards truth as it is found in things. Before the Summa theologiae [ST], Aquinas thought that in addition to truth being in the intellect, it (...) was also in things. In ST, most explicitly in I, q. 16, a. 6, Aquinas no longer thinks that it is in things, but only in the mind. When Dewan says that before the ST truth is "in things" and in the ST it is not "in things," in both cases, by "in things," Dewan means "as a form inherent in things." In this paper, I accomplish a conceptual task and a historical task. The conceptual task is to argue that (1) Einstein’s Principle of Separability (henceforth “separability”) is not a supervenience principle and that (2) separability and entanglement are compatible. I support (1) by showing that the conclusion of Einstein’s incompleteness argument would still follow even if one assumes that the state of a composite system does not supervene on the states of the subsystems, and by showing that what Einstein says (...) in “Quantum Mechanics and Reality” (1948) strongly suggests that separability is not a principle about how subsystem states relate to the state of composite systems. I support (2) by showing that if separability was incompatible with entanglement, then Einstein’s argument would be incoherent in a trivial way. Thus, by arguing for (1) and (2) I directly challenge what has been, and still is, a very common reading of separability. The historical task is to offer the first detailed review of the different ways in which separability has been defined by physicists and philosophers in the last 60 years. Among other things, such a review distinguishes three different definitions of the principle, and shows that since the 1990s and up until the present date, it became standard to take separability (as presented by Einstein) to be a supervenience principle. It is widely acknowledged that the Galilean Relativity Principle, according to which the laws of classical systems are the same in all inertial frames in relative motion, has played an important role in the development of modern physics. It is also commonly believed that this principle holds the key to answering why, for example, we do not notice the orbital velocity of the Earth as we go about our day. And yet, I argue in this paper that the precise content (...) of this principle is ambiguous: standard presentations, in both physics and philosophy, fail to distinguish between two principles that are ultimately inequivalent, the “External Galilean Relativity Principle” (EGRP) and the “Internal Galilean Relativity Principle” (IGRP). I demonstrate that EGRP and IGRP play distinct roles in physics practice (e.g., EGRP is connected to the concept of Galilean invariance, but IGRP is not) and that many classical systems that satisfy IGRP fail to satisfy EGRP. I further show that the Relativity Principle introduced by Einstein in 1905—which is not restricted to classical systems—also leads to two inequivalent principles, an external one analogous to EGRP, and an internal one analogous to IGRP. I conclude by noting that the phenomenon originally captured by Galileo’s famous ship passage is much more general than contemporary discussions in the philosophy of symmetries suggest. (shrink)

In popular culture psychopaths are inaccurately portrayed as serial killers or homicidal maniacs. Most real-world psychopaths are neither killers nor maniacs. Psychologists currently understand psychopathy as an affective disorder that leads to repeated criminal and antisocial behavior. Counter to this prevailing view, I claim that psychopathy is not necessarily linked with criminal behavior. Successful psychopaths, an intriguing new category of psychopathic agent, support this conception of psychopathy. I then consider reactive attitude theories of moral responsibility. Within this tradition, psychopaths are (...) thought to be blameless as a result of their pronounced affective deficits. Psychopaths are considered morally blind because they lack the moral emotions that make us sensitive to moral reasons. I argue that, even if they are morally blind, psychopaths remain open to forms of blame stemming from non-moral reactive attitudes. These reactive attitudes remain appropriate because psychopaths can express hateful, disgusting, or contemptible non-moral values in their judgments. (shrink)

In this text, I consider two examples in the history of emancipation and manumission of enslaved, Black populations in the Caribbean and South America in order to theorize a colonial mode of conceiving of freedom at play in the first half of the nineteenth century. This mode is marked by the figure of the promise, enacting a notion of freedom as a constantly deferred, external compensation. Indeed, instead of an immediate decision deeming the practice of enslavement and trade of human (...) beings unacceptable, and an effective liberation of the enslaved Black populations in these different emancipation proclamations, the various histories of manumission in Latin America and the Caribbean show a long series of political and legal attempts to reduce and limit the extent of the slave trade that deferred the process of liberation for decades. Moreover, in many of these territories the practice did not end with the official proclamation of emancipation but was continued by illegal practices and mutations into legal forms of exploitation and oppression that are still operative today. After outlining this first trajectory, reconstructing the promise of manumission in the historical examples of Martinique (as read by Édouard Glissant) and La Gran Colombia and the Republic of Nueva Granada (contemporary Panamá, Colombia, Venezuela, and Ecuador), I analyze a second mode of investigation in examples of individual and collective strategies of liberation coming from the enslaved themselves, as reconstructed by contemporary feminist scholars in South America. These strategies appropriate liberation not as a promise, but as a negotiation and calculation that begins with the enslaved’s resistance to their oppressive conditions and that ultimately depends on the external concession by juridical authorities. In the third section of the chapter, I read these practices not as marronage, as they are sometimes approached, but as a different mode of turning back to these glimpses of freedom that more effectively challenge the narrative of emancipation and, with it, the promise of manumission in our present. -/- . Drawing on behavioral economics, nudges (policy interventions based on choice architecture) have the capacity to strategically shape policymaking, subtly guiding individual behavior by adjusting their decision environment. Applied to enhance vaccinations, boost retirement savings, or promote healthy habits, these interventions align with consensus-defined well-being. As governments adopt nudges, scholars have explored their role in fostering virtues. This paper argues that nudges have the potential to efficiently contribute to virtuous development by instilling and sustaining habits, respecting individual choice, and ensuring deliberation. (...) Teacher quality, its effect on students’ outcomes, and the association of these with economic growth, is the core of recent discussions in Latin America given the region’s weak results in international learning assessments. This paper investigates whether there is an effect of philosophy on the outcomes of critical reading for students in B.Ed. programs in Colombia. Relying on exact matching combined with propensity score matching with regression adjustment, we use national data from Colombia to show that students in B.Ed. in (...) philosophy outperformed students in other B.Ed. in critical reading test (0.401–0.124 SD), and, importantly, with higher effects observed for students with lower prior academic achievement (0.44 SD). This suggests that philosophy can help to narrow educational outcomes of students whose socioeconomic conditions are disadvantageous, contributing to social justice in education. (shrink)

Although vaccines are considered an efficient public health tool by medical experts, in different countries, people’s confidence in them has been decreasing. COVID-19 has elevated medical scientists’ and practitioners’ social reputation, and it may have reduced global vaccination hesitancy. Still, this alone will not altogether remove the existent frictions that prevent people from complying with vaccination schedules. This paper will review the common causes behind vaccination hesitancy. It will also explore different types of public policy interventions that health experts in (...) governments and institutions employ to fight vaccine hesitancy and non-compliance. The main objective of this article is to argue that, considering the nature of the issue (vaccine hesitancy and its causes), among the various possibilities, policies based on behavioral insights can provide an effective instrument to remove those frictions. Among them, special attention will be devoted to nudges which promise efficiency while avoiding some of the ethical and political costs of other interventions, thanks to their libertarian paternalistic frame. The article concludes by suggesting that public health policymakers should consider the libertarian paternalistic approach of nudges when deploying interventions that aim at changing people’s attitudes and behavior. Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. This paper makes two essential claims about the nature of shame and shame punishment. I argue that, if we properly understand the nature of shame, that it is sometimes justifiable to shame others in the context of a pluralistic multicultural society. I begin by assessing the accounts of shame provided by Cheshire Calhoun (2004) and Julien Deonna, Raffaele Rodogno, & Fabrice Teroni (2012). I argue that both views have problems. I defend a theory of shame and embarrassment that connects both (...) emotions to “whole-self” properties. Shame and embarrassment, I claim, are products of the same underlying emotion. I distinguish between moralized and nonmoralized shame in order to show when, and how, moral and non-moral shame may be justly deployed. Shame is appropriate, I argue, if and only if it targets malleable moral or non-moral normative imperfections of a person’s ‘whole-self.’ Shame is unjustifiable when it targets durable aspects of a person’s “whole-self.” I conclude by distinguishing shame punishments from guilt punishments and show that my account can explain why it is wrong to shame individuals on account of their race, sex, gender, or body while permitting us to sometimes levy shame and shame punishment against others, even those otherwise immune to moral reasons. Consensus in the contemporary philosophical literature has it that conserved quantity theories of causation such as that of Dowe [2000]—according to which causation is to be analysed in terms of the exchange of conserved quantities (e.g., energy)—face damning problems when confronted with contemporary physics, where the notion of conservation becomes delicate. In particular, in general relativity it is often claimed that there simply are no conservation laws for (say) total-stress energy. If this claim is correct, it is difficult to see (...) how conserved quantity theories of causation could survive. In this article, we resist the above consensus and defend conserved quantity theories from this conclusion, at least when focusing on the apparent problems posed by general relativity. We argue that this approach to causation can continue to be defended in general relativity, once one appreciates (a) the availability of approximate symmetries in generic general relativistic spacetimes, and (b) the role of modelling and idealisation in that theory. Given these points, conserved quantity theories of causation must stand or fall on other grounds. (shrink)

This paper presents an impact evaluation of the policies for teacher education programs within the framework of the National Development Plan 2014-2018. The programs were compelled to obtain high-quality accreditation, increase the credits in school practices, and the English level, among other requirements. Relying on multivariable regression, it shows that, for the year 2021, there is no association between high-quality accreditation in most modules of the Saber Pro tests, or it is negative in the global score and quantitative reasoning. In (...) a second step, using Differences–in–Differences, it evidences how the changes made by the programs had positive effects on the performance of students compared to other professional programs. The results show significant improvement in most modules of the Saber Pro test, except for the English module. The effects were homogeneous by characteristics of the students and institutions, but heterogeneous by area of knowledge, indicating that the effect is mainly due to the curricular changes of the programs. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? This document is an effort to learn and recognize one of the most important millenary cultures in Mexico, in the construction of a more inclusive vision of the social development of the Totonacapan people, which invites us to reflect on the direction and scope of this response. I argue that deep brain stimulation (DBS) is a bad approach for incarcerated psychopaths for two reasons. First, given what we know about psychopathy, empathy, and DBS, it is unlikely to function as an effective treatment for the moral problems that characterize psychopathy. Second, considerations of neurodiversity speak against seeing psychopathy as a mental illness in the first place.

Since the concept of “nudge” was introduced in 2008 by Thaler and Sunstein, proposing that small interventions based on changes in choice architectures can alter people’s behavior and make it easier for them to achieve their desired goals, the application in public policy of behavioral economics has gained significant attention. This has led to the emergence of different types of policies based on behavioral insights, which have been used in a variety of areas, including health or finance, with the goal (...) of promoting well-being and addressing social and economic issues. After providing a basic theoretical background as a frame of reference to understand gender violence, this study explores the use of tools from the field of behavioral economics as it is applied in public policy. Regulatory (paternalistic) and non-regulatory (libertarian) interventions based on behavioral insights will be considered: nudges, boosts, shoves, budges, or sludge audits, are examined as potential interventions to use in matters related to this type of violence. After evaluating these behavioral policy instruments and their potential effectiveness, the limitations of the behavioral perspective are recognized, and the need for a multifaceted approach to combating gender violence is acknowledged. The article concludes by arguing that public policies addressing gender violence should not only utilize behavioral tools but should also incorporate strategies related to education, legislation, and social norms. What do we mean when we describe the history of the Caribbean as traumatic? Is it possible to use the term ‘trauma’ here in a more technical sense, or should we give it the less strict connotation of an extreme form of an event in which the past no longer stays just in the past and the future never ceases to demand something from the present? In this paper I analyze the image of the abyss, used by Édouard Glissant to (...) evoke poetically one of the beginnings of the Caribbean, as leading to a paradox on the attitude toward history: Caribbean communities have been burdened with a non-history that feels, at the same time, like too much history. I show that this image resembles the paradoxical structure of trauma developed in the works of Cathy Caruth, according to whom trauma is a paradoxical structure of experience in which the subject (or a community) is painfully possessed by an image that they have barely perceived and that is so minimal that it cannot be controlled. However, I argue, there are limits to this resemblance. I focus on the question whether the (traumatic) paradox is escapable in this region of the world, that is, whether Caribbean communities can be de-traumatized, and what are the connections of this possibility with the question, central to Glissant, of decolonization. In order to answer these questions, I analyze a central feature of the Caribbean history according to Glissant, transversality, to show in what way the paradox of history can be loosened. (shrink)

The place of Glissant’s philosophy of decolonisation in relation to Fanon and Césaire has been theorised by some authors, but the emphasis has not been placed on the fact that Glissant refers to both his predecessors as examples of the absence of a link between the two tactics of resistance – un détour [a tactical diversion] and un retour [a return]. For Glissant, both Césaire and Fanon are still diverters and not properly producers of a new reality, of a real (...) Caribbean territory and history. Thus, following previous analyses by commentators, but departing from them (or adding a new layer, the layer of spatiality that should be combined with a traditional analysis of temporality), this chapter defends the idea that Glissant locates his decolonial thought between Césaire and Fanon: it neither advocates a reconstruction that points to a past located elsewhere (Africa), nor recommends the rejection and replacement of the here/now with a different, unknown spatiality and temporality. For Glissant, the locus of resistance is located in the present and in the possibilities of decolonisation already contained in the Caribbean, although concealed and understated. This chapter begins by showing what is, according to Glissant, the necessary conjunction between the different tactics of resistance, then focuses on some of Césaire’s and Fanon’s texts in order to show why they do not offer this necessary link. The final section comes back to Glissant to analyse the notion of l’antillanité as the possibility of truly focusing on a here/now as a multilayered strategy of resistance. (shrink)

In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

This paper attempts to be a contribution to the epistemological project of explaining complex conceptual structures departing from more basic ones. The central thesis of the paper is that there are what I call “functionally structured concepts”, these are non-harmonic concepts in Dummett’s sense that might be legitimized if there is a function that justifies the tie between the inferential connection the concept allows us to trace. Proving this requires enhancing the russellian existential analysis of definite descriptions to apply to (...) functions and using this in proving the legitimacy of such concepts. The utility of the proposal is shown for the case of thick ethical terms and an attempt is made to use it in explaining the development of natural numbers. This last move could allow us to go one step lower in explaining the genesis of natural numbers while maintaining the notion of abstract numbers as higher order entities. (shrink)

Many think that expressivists have a special problem with negation. I disagree. For if there is a problem with negation, I argue, it is a problem shared by those who accept some plausible claims about the nature of intentionality. Whether there is any special problem for expressivists turns, I will argue, on whether facts about what truth-conditions beliefs have can explain facts about basic inferential relations among those beliefs. And I will suggest that the answer to this last question is, (...) on most plausible attempts at solving the problem of intentionality, ‘no’. (shrink)

En estos dos pensamientos, provenientes de tradiciones diferentes, la belleza es tanto lo que se ve amenazado por el proyecto colonial occidental, como lo que permite su resistencia decolonial. Reconstruir la belleza del mundo es necesario y, sin embargo, imposible: su búsqueda implica (...) no solo atender al llamado de las diferencias, sino también a las instancias en las que se niegan a ser escuchadas. Epistemic Utility Theory is often identified with the project of *axiology-first epistemology*—the project of vindicating norms of epistemic rationality purely in terms of epistemic value. One of the central goals of axiology-first epistemology is to provide a justification of the central norm of Bayesian epistemology, Probabilism. The first part of this paper presents a new challenge to axiology first epistemology: I argue that in order to justify Probabilism in purely axiological terms, proponents of axiology first epistemology need to justify a (...) claim about epistemic value—what I label ‘Downwards Propriety’—much stronger than any they have offered justification. The second part of this paper offers an argument that this challenge cannot be met: that there is no hope for providing a purely axiological justification of Downwards Propriety, at least given widely accepted assumptions about epistemic value. Philosophers and psychologists often claim that moral agency is connected with the ability to feel, understand, and deploy moral emotions. In this chapter, I investigate the nature of these emotions and their connection with moral agency. First, I examine the degree to which these emotional capacities are innate and/or ‘basic’ in a philosophically important sense. I examine three senses in which an emotion might be basic: developmental, compositional, and phylogenetic. After considering the evidence for basic emotion, I conclude that emotions (...) are not basic in a philosophically important sense. Emotions, I argue, are best understood as socially constructed concepts. I then investigate whether these emotions are necessary for moral agency. In order to do this I examine the philosophical and psychological literature on psychopathy and autism (two conditions defined in terms of empathic and emotional deficits). Persons with psychopathy appear incapable of distinguishing moral from non-moral norms. Additionally, while persons with autism often struggle to develop their empathic capacities, they are capable of understanding and deploying moral emotions like guilt and shame. I conclude that, in line with the conceptual act theories of emotion, that only contagion-based empathy is necessary for the acquisition of moral concepts. (shrink)

Jesse Prinz's The Emotional Construction of Morals is an ambitious and intriguing contribution to the debate about the nature and role of emotion within moral psychology. I review Prinz's recent claims surrounding the nature of emotional concepts as ?embodied representations of concern? and survey his later arguments meant to establish a form of cultural relativism. Although I suggest that other theories of emotional representation (i.e. prototype views) would better serve Prinz's aims, the underlying meta-ethical relativism that results is well defended (...) and represents a significant advance for constructivist Sentimentalists. On a view implicitly endorsed by many, a concept is epistemically better than another if and because it does a better job at ‘carving at the joints', or if the property corresponding to it is ‘more natural' than the one corresponding to another. This chapter offers an argument against this seemingly plausible thought, starting from three key observations about the way we use and evaluate concepts from en epistemic perspective: that we look for concepts that play a role in explanations (...) of things that cry out for explanation; that we evaluate not only ‘empirical' concepts, but also mathematical and perhaps moral concepts from an epistemic perspective; and that there is much more complexity to the concept/property relation than the natural thought seems to presuppose. Aprender a filosofar es entonces, aprender a ver un problema detrás de cada página de un texto filosófico, una argumentación detrás de cada problema y finalmente, una verdad detrás de cada argumentación. Boghossian’s (2003) proposal to conditionalize concepts as a way to secure their legitimacy in disputable cases applies well, not just to pejoratives – on whose account Boghossian first proposed it – but also to thick ethical concepts. It actually has important advantages when dealing with some worries raised by the application of thick ethical terms, and the truth and facticity of corresponding statements. In this paper, I will try to show, however, that thick ethical concepts present a specific case, whose (...) analysis requires a somewhat different reconstruction from that which Boghossian offers. A proper account of thick ethical concepts should be able to explain how ‘evaluated’ and ‘evaluation’ are connected. (shrink)

In this essay I revise, based on the notion of the ‘enlightened ruler’ or mingzhu and his critique of the literati of his time, the common belief that Han Fei was an amoralist and an advocate of tyranny. Instead, I will argue that his writings are dedicated to advising those who ought to rule in order to achieve the goal of a peaceful and stable society framed by laws in accordance with the dao.

This paper critically explores the ethical dimensions of Behavioral Public Policy (BPP), a domain grounded in the understanding that human rationality is bounded and that this limitation often leads to behaviors deemed irrational. By applying the behavioral lens, which posits that people operate under bounded rationality, BPP aims to craft interventions that safeguard individuals against their biases. However, this approach raises significant ethical concerns, both in the scientific underpinnings of BPP and its application through policy interventions. Accordingly, this paper examines (...) two distinct ethical dimensions of BPP, both as a scientific discipline and through its intervention methodologies. The analysis of the first dimension argues that, viewing bounded rationality as only instrumental in decision-making processes, risks oversimplifying ethical complexities. Such simplification may ignore the moral and value-based rationalities underlying decisions, potentially misattributing instances of immorality and akrasia (the failure to act according to one's judgment) to mere deficiencies in rational thinking. Secondly, the paper examines the impact of BPP on moral behavior and character development, addressing ethical concerns like the evidentiary basis of BPP research, the bounded rationality of choice architects themselves, and the morality of behavior changes induced by policy. Overall, this article provides a much-needed examination of the moral considerations associated with behavioral strategies in public policy and its epistemological foundations, contributing to a more comprehensive understanding of their ethical implications . A modified visual search task demonstrates that humans are very good at resuming a search after it has been momentarily interrupted. This is shown by exceptionally rapid response time to a display that reappears after a brief interruption, even when an entirely different visual display is seen during the interruption and two different visual searches are performed simultaneously. This rapid resumption depends on the stability of the visual scene and is not due to display or response anticipations. These results are (...) consistent with the existence of an iterative hypothesis-testing mechanism that compares information stored in short-term memory (the perceptual hypothesis) with information about the display (the sensory pattern). In this view, rapid resumption occurs because a hypothesis based on a previous glance of the scene can be tested very rapidly in a subsequent glance, given that the initial hypothesis-generation step has already been performed. Suicide is a complex act whose meanings, while sometimes tragic, vary widely. This chapter surveys the ethical landscape surrounding algorithmic methods of suicide prevention especially as it pertains to social media activity and to the moderation of online suicide communities. We begin with a typology of suicide, distinguishing between varied goals in which suicide may factor as a means. Suicides should be understood as an act with varied eliciting desires, meanings, consequences, and ethics. Further,while many suicides may be grounded on (...) irrational desire, we argue that a desire to suicide may nonetheless be rational in some cases. We then offer a survey of the attempts by social media corporations to create suicide prediction algorithms and launch interventions aimed at preventing suicide as well as an overview of the current ethical debate. We argue that the values embedded within algorithmic suicide prevention nudges are “thick” in a substantive sense and deserving of scrutiny. Given that debates about the rationality, meaning, and permissibility of suicide are common and subject to intracultural and cross-cultural differences, we maintain that the task of suicide prediction is ill-suited to algorithmic approaches. Despite an algorithm’s ability to quantify a complex phenomenon like suicide risk and its appearance of objectivity, any suicide prediction algorithm is thoroughly subjective and involves moral judgments all the way down. Any such algorithm would necessarily impose a normative stance on suicide onto its user base that is subject to reasonable intra and cross-cultural disagreement. (shrink)

Economic theory has tended to reduce all social bonds and relations to forms of contract, whereas social theory has seen contracts as opposed to, and destructive of, genuine social bonds. Bruni sees these contrapositions as ideological (‘left’ against ‘right’, p. xi). His main goal is to overcome them; to show that three forms of reciprocity, covering the ideological spectrum from left to right, are complementary and simultaneously required in a healthy society. These three forms are, in his words: ‘(1) the (...) reciprocity of contract or ‘cautious’; (2) the reciprocity of friendship or philia and (3) the ‘unconditional’ reciprocity, the one more controversial . . .’ (p. x). The purpose of this essay is to articulate a specific desideratum for any theory of Latinidad, namely, that there is no adequate conception of Latinx without an attendant conception of Afro-Latinx. In order to be reflective of those whom it purports to describe in the U.S. and elsewhere in the hemisphere, the term Latinx must be plastic enough to encompass the many internal differences, and even antagonisms, between its different constituent parts. Within it, we argue here in particular, it must (...) include its Afro-descended history, which includes not just African-descended people but also a denial of the influences of African-descended culture writ large. Our central claim here, then, is that a certain African-descendedness is constitutive of Latinidad in multiple registers, including history, cultural practices, and social identificatory processes despite Latinidad’s pernicious exclusionary history. El fenómeno de la corrupción es un cáncer que afecta a nuestro país y que es necesario erradicar; éste diluye las oportunidades de desarrollo económico y social, privilegiando la sola conjunción de intereses particulares, de actores políticos en acuerdos no legales en beneficio propio, los cuales derivan en actos de corrupción. Estudios recientes señalan que el nivel de corrupción presente en un sistema político está directamente relacionado con el tipo de estructura institucional que lo defina (Boehm y Lambsdorff, 2009), así (...) como de la ineficacia de los organismos de control (Casar, 2015; Cárdenas, 2010; Rojas, 2010; Carbonell, 2009; Restrepo, 2004), por lo que se requiere de la acción ciudadana para combatir la corrupción (Sandoval, 2010; Villanueva, 2006). Este trabajo, centra nuestra atención en la administración pública federal, presentando como propuesta para empoderar la acción ciudadana en el combate de la corrupción y en el Sistema Nacional Anticorrupción; la figura de Whistleblowers o generador de alerta ciudadana, desde dos principios fundamentales: i) reconociendo la obligación del ciudadano de informar sobre actos de corrupción y ii) el otorgamiento por parte de la autoridad de la protección de testigos. Estas dos acciones derivarán en dos resultados importantes: i) Consolidar la denuncia ciudadana para informar a la sociedad sobre actos de corrupción y ii) y el ejercicio de la libertad de la información a fin de que la sociedad este en posibilidades de ser informada sobre actos de corrupción. Estas acciones permitirán promover y consolidar una cultura de la denuncia de actos de corrupción que pueden ser constitutivos de delito como pilar fundamental en el Sistema Nacional Anticorrupción en México. El presente trabajo aborda el estudio de la ética de la responsabilidad en la función legislativa de la Cámara de Diputados del H. Congreso de la Unión, desde la perspectiva de la evaluación del trabajo de los diputados federales, y busca dar respuesta a la siguiente interrogante: ¿Es eficiente el trabajo de los Diputados Federales en la Cámara de Diputados? El propósito es ¿cómo medir y evaluar la actuación en la función legislativa de los Diputados Federales? y con ello, aproximarnos (...) a identificar si ¿es eficiente y ético el trabajo desempeñado por estos representantes públicos? El trabajo se integra en tres partes. En la primera se ubica el concepto de la ética de la responsabilidad y en la función legislativa. En la segunda sección se presenta la propuesta de un indicador para medir la eficiencia legislativa y se analiza el caso de los diputados federales de la LXI Legislatura que representan al Estado de Veracruz de Ignacio de la Llave. Finalmente, en la tercera parte se presenta una propuesta de acción ciudadana a partir de la información de la eficiencia legislativa y de la necesidad de exigir cumplimiento de la responsabilidad ética en la función legislativa. Como conclusiones importantes de la evaluación de la eficiencia legislativa de los diputados federales de la LXI Legislatura, nos muestra al menos dos resultados importantes: i) El índice de efectividad legislativa (IEL) muestra niveles muy bajos, tanto a nivel del pleno de la Cámara de Diputados, como a nivel del grupo de estudio de los diputados federales representantes del Estado de Veracruz. ii) En ambos casos, muestran un índice de rezago legislativo muy alto. Una alternativa es la exigencia ciudadana del cumplimiento ético de responsabilidad en la función legislativa al conocer la evaluación de resultados, misma que sirve como referencia para identificar escenarios de elección política basados en resultados. In line with recent efforts to empirically study the folk concept of weakness of will, we examine two issues in this paper: (1) How is weakness of will attribution [WWA] influenced by an agent’s violations of best judgment and/or resolution, and by the moral valence of the agent’s action? (2) Do any of these influences depend on the cognitive dispositions of the judging individual? We implemented a factorial 2x2x2 between–subjects design with judgment violation, resolution violation, and action valence as independent (...) variables, and measured participants’ cognitive dispositions using Frederick’s Cognitive Reflection Test [CRT]. We conclude that intuitive and reflective individuals have two different concepts of weakness of will. The study supports this claim by showing that: a) the WWA of intuitive subjects is influenced by the action’s (and probably also the commitment’s) moral valence, while the WWA of reflective subjects is not; b) judgment violation plays a small role in the WWA of intuitive subjects, while reflective subjects treat resolution violation as the only relevant trait. Data were collected among students at two different universities. All subjects (N=710) answered the CRT. A three-way ANOVA was first conducted on the whole sample and then on the intuitive and reflective groups separately. This study suggests that differences in cognitive dispositions can significantly impact the folk understanding of philosophical concepts, and thus suggests that analysis of folk concepts should take cognitive dispositions into account. In this article, we apply the literature on the ethics of choice-architecture (nudges) to the realm of virtual reality (VR) to point out ethical problems with using VR for empathy-based nudging. Specifically, we argue that VR simulations aiming to enhance empathic understanding of others via perspective-taking will almost always be unethical to develop or deploy. We argue that VR-based empathy enhancement not only faces traditional ethical concerns about nudge (autonomy, welfare, transparency), but also a variant of the semantic variance problem (...) that arises for intersectional perspective-taking. VR empathy simulations deceive and manipulate their users about their experiences. Despite their often laudable goals, such simulations confront significant ethical challenges. In light of these goals and challenges, we conclude by proposing that VR designers shift from designing simulations aimed at producing empathic perspective-taking to designing simulations aimed at generating sympathy. These simulations, we claim, can avoid the most serious ethical issues associated with VR nudges, semantic variance, and intersectionality. (shrink)

The debate about the definition of Latinidad as a social identity has fluctuated between accounts that put it closer to ethnicity or closer to race. We present and defend the claim that the multiplicity of features and experiences of Latinxs in the United States is best accounted for by placing Latinidad in a different theoretical space. We draw from the ecological psychology and enactive literature on affordances to argue that Latinidad can be better understood as a social identity affordance: a (...) multifaceted landscape of possibilities for interaction, to do and to be done unto. We then focus on four areas that are part of the objective factors that have come to constitute Latinidad and which provide reasons to shy away from both race and ethnicity: the facts of mestizaje and hybridization, a vexed relation to the land, the political horizons and histories of this population, and the multiplicity of sensory-based cultural practices of Latinxs. It is precisely the many and deep variations across Latinxs that make social affordances an apt way to conceptualize a social identity whose reality is asserted pragmatically in many aspects of social life in the U.S. (shrink)

Thus, they contrast their "social identity affordance view" with two alternative approaches: the Cambridge Social Ontology group's positioning theory and Weichold & Thonhauser's (...) broad conception of social identities. Their view understands social identities as realities that structure social life and shape individuals' self-conceptions, emphasizing the importance of historical contingency and social context. // The introduction then proceeds to review the contributions to the volume. The volume comprises three sections: "Experiences of Social Identities," exploring how specific identities are understood and experienced; "Horizons of Social Identities," examining how identities develop and change over time; and "Some Frameworks of Social Identities," presenting alternative frameworks for conceptualizing social identities. Imagine that we are on a train playing with some mechanical systems. Why can’t we detect any differences in their behavior when the train is parked versus when it is moving uniformly? The standard answer is that boosts are symmetries of Newtonian systems. In this paper, I use the case of a spring to argue that this answer is problematic because symmetries are neither sufficient nor necessary for preserving its behavior. I also develop a new answer according to which boosts (...) preserve the relational properties on which the behavior of a system depends, even when they are not symmetries. (shrink)

The paper offers an integrative interpretation of the different lines of thought Wittgenstein was inspecting in On Certainty and what he might have been looking for through them. It suggests that we may have been focusing our attention too strongly in the wrong place and comes to a new conclusion about where the real import of these reflections lies. This leads to an answer to the initially posed question of Foundationalism that revises the way in which there can be said (...) to be a grounding intention in On Certainty. (shrink)

In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive?
